Planning committee and pre-declaration

There's a controversial planning application in my area, and a political party with minority representation on the local council has submitted an objection, in the name of the party. Does that mean that all their councillors are "pre-declared" and can't sit on the committee?

The question is whether they are predisposed to vote against the application or have predetermined the matter. There is nothing wrong with a councillor saying they are predisposed to vote a particular way on a planning application provided they are willing to listen to all the arguments and are open to persuasion. However, if they intend to vote a particular way regardless of the arguments they should withdraw.

A party objecting to a planning application does not necessarily mean the individual councillors have predetermined the issue. Some of their councillors may disagree with the party line or be open to persuasion, so the simple answer to your question is no. The more complex answer is that it depends on what the individual councillors concerned have said and done on this issue. There is certainly a possibility that any rejection of the application could be open to challenge if these councillors take part in the planning committee's decision.
