Party Wall Act and crumbling shared chimney stack

So my DH and I live at the end of a row of terraced houses. The house adjoining ours is let out and so we have to communicate with the owners through their lettings agency - not ideal. We moved in just over 4 months ago and had a structural survey completed before we moved in. The survey mentions our shared chimney stack would need work. We've since had scaffolding erected and upon closer inspection the stack needs to be removed and rebuilt due to severe cracking and crumbling bricks around the entire structure. We have emailed next door's lettings agent letting them know of the situation and shared a quote to have it repaired which we intend to do as soon as we can as the crumbling stack is causing damp in our chimney breasts. The owners have refused to pay anything towards the repair and the state of the stack means we can't simply repair our side. I've read through the Party Wall Act a little and I can't seem to find a resolute answer as to whether they are obliged to offer a "fair proportion of the costs" or not. I hate that it might descend into us requiring a surveyor but ahead of that, can anyone offer any insights as to our rights here? Are our neighbours obliged to partially fund the much needed repairs for the stack, or is it more a gesture of goodwill if they do?

There’s no substitute for you reading the party wall act. You appoint a surveyor, ext door can appoint their own, and between them they decide what work needs doing and who shall pay for their time and the work.
