My parking penalty again

I came on here about 4 weeks ago about a parking penalty I received in an NCP car park.
I appealed this by post a few days after, and the letter was received and signed for.
Last week I received a further letter, totally ignoring the fact that I had appealed. This was a standard letter now asking me to pay £100 (instead of the £60 if I'd paid up straight away).
I have now contacted them twice by their website, through the appeals portal, attaching my original letter, and have heard nothing.
They are in breach of their own guidelines by not responding to my appeal within 14 days. I am planning on sending another letter (to be signed for) at the end of the week.
I have tried phoning, but you can't actually speak to a person.
I believe I have a good case for appeal, and am willing to fight this in what I presume will be a civil court.
My concern is, they will continue to ignore me, take it to court and not let me know, so it will go uncontested, and the next thing I will know about it is baillifs at the door.
I can't find a similar case online. Can anyone give me any advice?

They cannot take it to court without letting you know so don't worry about that. What is the basis of your appeal?

@prh47bridge.The car park is largely gravel, so the bay I was in is marked by a bracket on the concrete at the rear. Their contention is that I was parked 'over the line', but this is not backed up by the photos. As there is no line actually alongside the car, it is a matter on contention as to whether I was outside the intended parking area. I parked close to and parallel with the adjacent car, who, I have since noted, was further over than he should have been (but wasn't ticketed). My car is a small hatchback - not a great wide thing.
If I thought I was clearly in the wrong, I would have paid up, as it would have been a lot easier than all this hassle. However, I am now thinking that if they have failed to comply with their own regulations on dealing with appeals, they are in the process of shooting themselves in the foot. (I have gleaned from reading online that they have to stick to the rules). At this stage I would be happy if they would just acknowledge my appeal!

Sounds reasonable.

As I say, they can't take it to court without letting you know. The only way that can happen is if NCP gives the court an incorrect address, in which case you will be able to get any judgement set aside.

If anyone is interested, I'll let you know what has happened now.
I was away last week, but just before I left I sent a recorded delivery letter. I pointed out they had failed to respond within 14 days. I also laid out my appeal again and included a copy of the previous letter and the proof from royal mail that they had received and signed for it. On return from hols there was a letter from ncp saying my appeal was allowed, and they were sorry to have caused me inconvenience. All well and good.
I then check my e mails, and there is one from ncp saying that my appeal has been disallowed, and would I now please pay them 60 quid! Talk about left hand not knowing what the right is doing. The e mail is dated sept 19th, the letter sept 20th. I am not going to engage with them further, but honestly, what a bunch of idiots.
I will give me great pleasure to produce the letter if they try and take this further, although I think it is unlikely.
