When a child has contact with their non-resident parent, who provides things like snack, drinks, spare clothes etc?

The parent the child is spending time with.

However, if you have concerns that sufficient food and drink will not be provided, then you may have more peace of mind if you provide it yourself.

Clothes - that'll surely depend on how often the child spends with the other parent. Doesn't make sense to have double lots of clothing - so no reason why the parent the child lives with cannot provide appropriate clothing and the spend time with parent can ensure they are returned clean (no reason they can't do the child's laundry).

Whoever the child is with needs to provide food and drink.

As far as clothes are concerned - IMO as above. The NRP’s home isn’t a hotel the child visits and has to take a suitcase to.
