Giant tree on the footpath outside our house

The local authority planted a plane tree on the footpath outside our house 8 years ago. Each year it gets bigger and denser and I call the council and someone comes out and says it will be pruned 'soon' and I just have to wait for it to happen.
According to the council, despite the fact that the tree is taller than my house and is impacting on my life I have no rights.
I cannot see out of my bedroom window(1st floor)
It cuts out so much light that I need to have the light on in the sitting room all day(Ground floor)
It wakes us up at night as the branches are scrapping off the bedroom windows.
The branches extend into the road so vans cannot pass under them safely(I have been shouted at by a man in a van about letting my tree get out of control)
They acknowledge all of these are issues but tell me I have no right to light or undisturbed sleep nor a right to a guaranteed date of pruning ( just before December 2018) Can this be true?

You can lop off the branches at the boundary of your property. you can't force the LA to do it, though they would be responsible for any damage caused to your property that is reasonably foreseeable.

Have you spoken to your ward councillor about this?

Thanks Collaborate Unfortunately the only way to reach them is by hanging out of the first floor window as they are 12 feet in the air .
I haven't JaniceBattersby - how do they assist?

Many councillors are very good at persuading councils to take action, especially if they get a bee in their bonnet about something.

Excellent - I know her really well as she goes to 'my' church. I shall get her involved but still cannot believe that we as home owners have so few rights. Thank you Mumsnet.

Tree surgeon I would have to pay. £635+VAT was the quote I got last year and LA told me I needed to keep all the branches until they could collect and that I must not allow the surgeon to take branches back beyond my front wall. Expensive and to be honest pretty useless and I then end up with a front garden full of debris.
Their attitude is it on the pruning cycle so I just have to wait.

Get more quotes. We paid a tree surgeon £135 for tidying up our 15ft plane tree.
