Does a fixed penalty fine count as a conviction?

I've been offered a job by the civil service and I've been asked to fill in a "Character and criminal record declaration" form.

It asks "Have you ever been convicted or found guilty by a court of any offence in any country (excluding parking but including all motoring offences even where a spot fine has been administered by the police?)"

About a year ago I turned right into a road. Unfortunately, I hadn't seen the "no right turn" sign and I did it in front of a policeman! I think I got fined £25 or something in a fixed penalty.

Do you think I need to declare this as a conviction? I just paid the fine. It didn't go to court.

Yes, declare it. It was a motoring offence.

I would declare it, especially if the guidance says you must declare a spot fine. A fixed penalty notice is a spot fine.

It doesn't meet you won't get the job, in fact I think it's 99% likely that it will have no impact at all. But what would have a bigger impact is not declaring it, and then they find out about it and think it's something that should have been declared.. because then you look dishonest.

I think it's clear from the quote that you do need to declare it.
I shouldn't think it will matter in the slightest -- unless you don't declare it and it comes to light, in which case it might well do so.

It's a non-custodial sentence, so yes, it needs to be declared but will very very very likely be disregarded.

You don’t get a fine if you’re not convicted of something, so yes it’s a conviction. The company are unlikely to bat an eyelid, they’re covering themselves so no one is in any doubt about what to declare

Yes you need to declare it. It will probably be fine but to conceal it would be worse.
