Any housing experts or landlords around?

Are there any rules or laws around leaving untreated sewage in a rented house? For example, if the outlet pipe from the toilet was not attached to anything and was flushing directly into the garden, legally, how long would a landlord have to fix that?

Does it change if there are kids or pets at the property? Or if one of the pets is already sick? Are the rules the same for housing associations or do they get longer to fix things?

Also, but less important, are there any rules about windows opening or providing bins? What time frame would you expect these things to be sorted in?

Speak to Environmental Health at the local council. It's not legal to discharge untreated sewage into the environment. From a health and safety pov windows should open. Usually you order bins from the council if there aren't any. If you are in an area where household provide their own bins and the binmem collect binbags then it's normal to buy your own bin. We had to do that at our old house. A large black bin with a lid that was held on by fold back handles cost £11 from B&Q.
