Passing on an email address or phone number

If I have an email from someone which includes contact details for them and I give those details to someone else so they can contact the person would I be breaking the law?

Under new gdpr rules you need express permission.

GDPR isn’t effective until May. Under DPA you don’t need informed consent.

If someone asks for details, I respond by stating I can if they like let me pass their details in instead.

GDPR does not apply to individuals handling data in the course of personal or household activities with no connection to any professional or commercial activity. So no, you would not be breaking the law in that situation, either under the current rules or under GDPR assuming you are doing this in a personal situation. It would be best to get consent before passing on contact details but you are not breaking the law if you don't do so.
