Travel costs for contact if one parent moves away

Hello just wondering if anyone can help please. My husband's children live 5 hours away in England as their mother wanted to move nearer her family and he agreed to this (stupidly he now thinks) as he was very depressed at the time and also believed the assertions given that contact would be facilitated by his ex and that she wouldn't try to prevent him seeing them. She has made it difficult in a number of ways, claiming that they don't want to come or that it doesn't suit her as she's got plans, despite them having an agreement of 50/50 for holidays. She has also refused to help financially for travel costs or to bring the children up here to see their dad. He has to make the journey down and foot the bill every time. We have been on a very low income and unable to meet all the costs which meant that he didn't get to see them at all at Christmas or half term. We are scrimping and saving in order to get them here for Easter as we can't let the situation go on and we miss them very much. I am hoping to get back to work soon ( I have 2 small dds of my own) and he is applying for better paid jobs. I am also ebaying everything that isn't nailed down to raise some cash. He has paid maintenance regularly and on time and there are no issues there but I was wondering if the costs should be shared or more equally spread out for contact if the other parent has the ability to do so?

The CMS take into account travel costs if they are excessive. There’s little else you can do though I’m afraid.
