Executors of will.......what happens now?!

My father passed away just over a year ago, myself and oh were executors of his will. We obtained a grant of probate in January and shortly after his bank account was closed and his estate was distributed in line with his wishes.
He had a credit card with his bank which was paid off, he had no other debts, utilities etc were on prepayment meters.
His bank account had been frozen 2 days after his death when I rang to inform them of the situation and we used a service provided by the registry office called "tell us once" who inform all government agencies of the death....pensions, council tax etc.

We have today received via the probate solicitor a letter from DWP saying that they had made a payment in the week following his death which they now need repaying.
My problem is this.......why has it taken over a year for them to notice their error? Do we have to settle this bill considering the time lapse of over a year? now that there is no estate it will have to come from me / my oh is that right? I have no idea if his pension was paid in advance or arrears and therefore if he was actually entitled to the payment? I'm not even sure we still have any paperwork to check the payment was ever made in the first place.
Obviously I will ring them on Monday, I wondered if anyone had any experience of this?

Thank you for everyone for the advice so far, I will be calling tmw, the notice was in the London gazette, does it apply to DWP though?
We paid a solicitor to do all the probate work so we could avoid this sort of thing, having never had experience of it before.
Obviously if I have to pay I will, like someone already said its public money to be used for other people in need, however I will be putting in a complaint as I feel they have not acted in a reasonable time frame and in doing so have caused me a lot of upset, I was in floods of tears yesterday, not because of the money, but everything to do with the loss of my dad, including the fact he never got to know about my baby.

Oh Orange that’s what organisations forget don’t they when dealing with bereaved people. I found the DWP particularly cold and threatening but the Coop bank were lovely. I hope it gets sorted soon

I dealt with an estate of my aunt as executor - she died last November. Used TellUs service. In October this year I got a cheque for £378 from DWP saying they owed her that in pension. How it took so long is beyond me. The solicitor told me they are processing stuff at least 3 months late so if they then have work to do to assess how much they owe or are owed, I could see it taking 6 months but 11 or more is ridiculous.

We are waiting for hmrc to confirm we don't owe any more inheritance tax, already paid them 70k but just in case theres a bit more to pay we can't finalise probate. They drag their heels, we have been waiting since Feb to finalise probate through a solicitor and the Wills were not complicated and we had all financial and property info to give to the solicitor.
