Can anyone advise me on a licence to carry out works?

I am applying for a licence so I can have gas central heating installed at a ground floor leasehold flat. As far as I am aware this is just so the gas supply can be fitted through the external wall - however I won't know until they come to fit it whether or not they need to take the supply from the road and across the communal gardens or whether they will be able to use the existing supply that is going to the flat upstairs.
They have advised me to take legal advice, however I am seriously spending at the moment and just don't want to pay out anymore than the £££s I am paying to conveyancing solicitors, divorce solicitors plus plus plus.
Do I need to take legal advice or is it likely to be a standard document? They've printed it in my maiden name even though my divorce hasn't quite gone through yet - is that ok?
Sorry for the long post, any advice gratefully received.

Ask the people fitting the heating and the gas board whether it is just being connected to the supply already running into the building. Who is the licence from and who are "they" you refer to?

I've already asked - it doesn't seem particularly straightforward but I think it will need to come from the road. Sorry - "they" refers to the freeholder's solicitor.
