Planning permission

We've seen a house that were interested in buying and making into our forever home. The downstairs has already been extended, but we'd want to extend upstairs by building on top of the garage and kitchen (although they'd probably have to come down first if the foundations aren't deep enough).

Is there a way of finding out if we'd be likely to get planning permission before we put an offer in? It's a semi and the other one already has a similar extension, although they've kept the garage which we'd want to be a room.

You can't get a definitive answer without applying.
However, same size extension next door looks very promising.But not definite.
Ring planning dept local council, and ask nicely if they'give you an opinion.Ime, some planning dept s quite open and chatty, others nearly impossible, some want a fee for a preliminary opinion.

Most councils now charge for pre planning advice, government cuts mean they just can't afford to offer it free. Check your council's website, most seem to be c£200, not a huge amount when your proposed build will almost certainly be over £20k.
