Bloody private landlords not paying up

We have extensive repairs needed on a building with 7 flats. The building is listed. It is damp, roof repairs required, wooden beams rotten.

Surveyor estimated work required £40,000 per flat. Council 50%grant so £20,000 per flat.

Three landlords are not paying up which means this work will not get done.
I could cry. We are a family with three children and are putting the money on our mortgage.
Is there anything we can do? Or do we just let the building rot and await the bill fur £60,000 in two years time when the roof falls in?

The Law is almost certainly on your side What do the titles say If silent the Tenement Scotland Act should help
Google it there is a really good Government guide For that amount of money it is well worth taking legal advice

We were thinking of threatening them that we will oppose their licences when they come up for renewal if they don't pay up.

Will look at titles. Ours are from 1857 but there are updates.

Council is saying it's happy to proceed with six agreements in place - it seems crazy not to pay up when council is willing to pay 50%.

I think if they are HMO licensed flats that you will have leverage that way. Especially if it is a communal repair

It is most certainly a communal repair. The entire block was landlord- owned at one point and they did nothing to the infrastructure for at least 30 years.

Now there are 3 owner occupiers and one responsible landlord. The others are owned by people abroad and managed by a company.

So frustrating. These flats are raising them £24,000 annually.

Are you edinburgh. If so contact HMO office to find out if they are HMO licensed. HMO were great with our recaltricant landlord to pay communal repair after they wouldn't give me money for an emergency repair I had done in our tenement
The landlord was told to pay up and he did.
We are a tenement of 8 including main doors

They are definitely HMO licensed. We are in Glasgow.

Just feel so helpless. The council says we will go to the back of the queue unless everyone agrees (and the work probably will not get done) but if we get agreement it can start in a month!

Ok phone HMO in Glasgow. I think it is a condition of their licence that they have to pay communal repairs.
You will probably be able to view an HMO license on line to see the conditions
If they lose their license it means no income
I found HMO officers to be really helpful
I know what this is like, I was only owner occupier in the block but now tide has turned and we are 3 owner occupiers

That's really interesting - will phone them for advice on Monday.
They are so shortsighted. These repairs are not going to disappear, just get worse and more expensive.

Also speak to your local councillor
I saw one one document from Scottish government that you may not be considered for a licence if you have withheld money for communal repairs
I don't think councils in Scotland want their housing stock to be allowed to decay because of landlords so they might be quite strong on this
The landlord in our stair let 2 flats through a Glasgow letting agency who were dreadful
Never responded to complaints
Edinburgh HMO pulled them up and the letting agents had to come through to edinburgh to sit in front of licensing committee to try and get their license due to their utter disregard for their license conditions
They did get it but the landlord sold one of the flats and now whenever I have a complaint or require payment for a communal repair they act straightaway
Don't give up !
And i live in the city where communal repairs were run by a corrupt city council department
But HMO were very helpful
