Are gestures of goodwill legally binding?

Try to keep it short, neighbours fence came down between houses, not a problem as we wanted to build an extension. We said just do it when we are finished. They were being difficult about the party wall agreement and delaying the build so to get them to stop the delay as a gesture of goodwill we said we would pay for half of their fence.

There has been no goodwill, they have been a nightmare and are trying to use the party wall agreement to extort money (all in hands of surveyors).

So is us agreeing to pay half of the fence legally binding?
