Will executed within England and Wales?

My husband and I are applying for probate on father in law's will, which is a home made one (I know, I know!) with a Uk address and Uk witnesses, although he lived in France. We've just had a letter from the HMCourts asking 'was the will executed within England and Wales' and don't know what this means, can't ring them till Monday so can anybody explain this please?

Executed in this context means signed/witnessed. They are asking where the will was physically made.

Thank you - I wonder does it matter much? He didn't have very much to leave, and Dh is an only child anyway so nobody else to quibble with.
