PCN Notice advice - double yellow lines

Wonder if anyone can clarify the highway code for my parents.

My dad pulled up on double yellow lines to let my mum out of the car. She then crossed the road in front of him. He went to pull off but a vehicle came up behind him. According to my dad the vehicle seemd to be "messing about behind him" so he waited fot it to pass before pulling out so as not to cut it up, however it lingered and he wasn't sure what it was trying to do.

Turns out the said vehicle was a camera car and my Dad now has a notice for parking or loading/unloading in a restricted street. The times on the camera between the vehicle comeing up behind my Dad and going to overtake him is 1 minute 30 seconds. The picture clearly shows my Dad's brake lights on.

According to my interpretation of the highway code it says that you can stop for passengers to get in or out unless it is a no stopping zone. Its not London so not a red route either.

Can he challenge this? There were also two yellow marks onthe pavement which apparently means that "unloading or loading is prohibited at the times shown on the nearby board. You may stop while passengers board or alight"

They are going to try and say he stopped too long arn't they, whilst he says he only stopped for longer a. to not run over a pedestrian who was crossing the road in front of him, and b. to not cut up the vehicle (camera car) who came round the corner behind him acting strangely.
