Dead Tree on a Tree Preservation Order

I have 3 trees on TPOs in my garden (end terrace). It looks like one of them has died because it is the second year there have been no green on it and the bark looks rotten.

I have looked at this:

which looks like I just need to give notice before it is felled. But I do not want to action anything if there is a risk it could get complicated and expensive. My concerns are that my neighbours may complain I purposefully damaged the tree (they are very tree focused and got involved for instance when I was having fencing installed). I have had paving on the side for the past 7 years so I feel confident it was not that action that caused the tree harm but I don't want to instigate a process if it is going to cause ructions, as it is they have not commented on a rotten tree in my garden.

I wondered if anyone had an experience of this or ideas of ways it can go wrong?

we had a tree that was dying which had a tpo on it.

We got a report from a tree surgeon who said it was dying a likely to be blown down in high winds causing damage to houses, other trees and potentially anyone that was passing.

The council gave us permission withing 24 hours to have it taken down.
