Do you need a legal agreement if a partner is moving into your house (to protect ownership in the future)? There is no mortgage but there are bills so if they are contributed to does that change things?

A cohabitation agreement may be a good idea. Consider also that the non-owning partner may have a claim on the death of the owner for reasonable financial provision out of their estate.

I thought a cohabiting agreement would protect the partner who did not own the property.

Is it likely there will be a change in the law regarding the rights of the cohabiting couples and is this likely to be applied prospectively only?

It's certainly possible that the law might change. Although parliament has the power to enact retrospective legislation, it tends not to.
