neighbour possibly filming our house - legalities?

Been out this morning to drop the kids off at the bus for school, walking back up the lane, stopped to talk to a builder working 3 doors down. I happened to notice our neighbour has a webcam in the hedge pointed towards a wall which has been damaged at some point (he called the police and wanted my dh given an asbo and prosecuted for criminal damage - it was nothing to do with us)

The police are called regularly on us for some perceived "attack on him. No evidence and completely unfounded. We just want to live quietly and don't know why he has such a problem with us. Its making me paranoid about the kids making noise, playing out and I feel intimidated just walking passed his house. This has been going on for the last 3 years and feels like harassment.

Anyway I'm now concerned he has cameras pointed at our house - no proof but also no way of checking without setting foot on his property. I just feel very uncomfortable with the whole idea especially as my dcs are young - not accusing him of wanting images for improper reasons btw - it just makes me very twitchy that there may be video of my dcs in his possession.

So is he allowed to record our house (if indeed he is). Who should I be talking to? Is it something I need to mention to the Police? Am I over-reacting?

I would phone 101 (non emergency number) because as far as I am aware you can not point cctv camera direct into anyone's house/property.
