Does a text message count as a form of written notice from a job?

My partner applied for another job and was offered it, but not given a start date. He text the manager of the store he works for and told him that he would be leaving but did not give a leaving date, more of a courtesy message to say he would be leaving at some point.
The owner of the store has called him and effectively told him that he is now "as and when" staff as she has taken the text message as his written notice, even though he never stated a leaving date etc. She claims its because they have now hired extra staff to cover him leaving (again even though he never stated a time that he would be leaving, just that he WOULD be handing in his notice when he was told the start date for the new job)
Can she legally do this? If not what is the best course of action for him to take?

If he's stated he's leaving by text then that is a written form.

Gosh that's awful just to text

He could have at least phoned her to explain the situation

Sorry not much sympathy as a line manager I think that's pretty shoddy to send a text

He did intend to write written notice when he was given a date, but he is friends with his line manager so thought he was being courteous in letting him know. Seems all he's done is cause trouble for himself, but he is now going to CAB as this is the last issue in a line of problems that the owner has presented to him
