Malicious reports/anti social behaviour

Regular under an alter. I am concerned that 'walls have ears'.

I recently moved into a new housing association property.

On Friday whilst out with my family I received a phone call from my next door neighbour and good friend to say that the rspca were at my door as there had been three complaints over a period of time about my pets being abused and neglected from a single individual that lives nearby.

The inspector was able to see my garden and areas that my pets use, and was able to find that some of the allegations were false by examining the garden - ie that they were permanently living outside (they weren't outside at the time) and that they were living in their own excrement (perfectly clear and disinfected yard space evident on examination). She also spoke with my neighbour who was able to confirm that they are well loved animals and that for example on days out I'd made arrangements for their care to be undertaken by her and provided a key for this purpose.

The inspector has told my neighbour that this constitutes a malicious report as there are no concerns and as such she can divulge who made the complaint - is that true? I called the inspector back but as it was late on Friday I won't be able to speak with her until she is next on duty on Tuesday.

I find these allegations particularly upsetting for two reasons. One is that I volunteer in local animal rescues and regularly do witness real abuse of animals and it upsets me that someone has decided to make this kind of complaint and the second is that I do suspect who it was that did this - although unless it is confirmed to me then obviously I cannot do anything as there is no proof - and they have been engaging in various anti social behaviours as well.

My garden fence has been broken (our gardens adjoin). We've had vermin as they had food waste in their garden ankle deep. There is extensive littering in the communal areas of the estate, footballs loudly kicked against the fence until it broke. So much noise.

Until now I've done precisely nothing as I've never been involved in any kind of neighbourhood dispute, I like to try and have a peaceful life and get on with my neighbours, or at least live and let live.

Is there anything I can do now as it's starting to make our lives miserable?
Do malicous reports (and I do expect further reports to agencies such as SS to follow, this individual has form I have spoken to her former neighbours) constitute harrassment?

Keep a diary of everything

HA can send a letter to ALL residents to say no ball games in the car park/communal areas

It's not communal, the football kicking is in their garden onto the shared fence. We've done our best to repair the fence but they complained we were making too much noise with the hammer repairing it (!)
