Conveyancing -wrong info or have I just misunderstood?

I'm trying to find a solicitor to do some conveyancing for me, I found one that stated in their client leaflet that should the sale fall through they would not charge for legals work, however in the contract they have just sent they state that 'if for whatever reason the transaction doesn't complete we will charge for writing letters and making telephone calls in units of 1/10 of an hour, not exceeding the agreed fixes fee'. Does this sound contradictory and/or is it standard practice? Thanks

Are they saying that if it falls through they wont charge the full fee, but will charge for the work that was actually done?
If you sign a contract saying that you will pay if it falls through, then that will be what stands rather than the leaflet. It makes sense that they would want to be paid for work done.

Thanks for responding, yes I know it doesn't necessarily sound unreasonable just possibly contradictory. Buyer has just pulled out anyway so doesn't look like will be progressing any time soon!
