Double Buggy Blocking Shared Passageway

My downstairs neighbours with whom we shared a passageway 1.4metres wide recently had their second baby and bought a Mountain Buggy Duo Double Buggy which they leave unfolded in the passage. I have explained to my landlord who owns and lives in the upstairs flat with myself, that the front door is our fire exit and it is illegal for them to block it, but he has said that having the buggy taking up two thirds of the width of the passage does not bother him. I am also a keen cyclist and there have been a couple of incidents whereby scratches have occurred as I try to move it out around the buggy.

The neighbours to whom I have complained myself just say that I should knock and they will move it, but this seems that I need to ask their permission to enter my own home. Also they are orthodox jews so the problem would still remain on the sabbath when they are unable to move the buggy....!

It seems silly to have to find somewhere else to live purely because the neighbours are too lazy to fold their buggy, but its getting to the point where I realy don't care to go home because of the pallaver it takes to get in through the front door and my landlords complete disregard towards fire regulations.... any suggestions?

Phone the fire brigade (not the 999 number) and they will come out and do a risk assessment.

(a) Tell your landlord you will be searching for somewhere else to live if he doesn't resolve this situation. Finding a new tenant will cost him, so that will make him care. With any luck you won't actually have to move, but you'll need to be prepared to do so if you want to be taken seriously.

(b) learn how to fold the buggy yourself - instructions here - looks easy enough. Each time it is blocking the hall, fold it and prop it against they door such that it will fall in against their legs when they open their door (I hope the loyout is such that this will then not be so much in your way. This should lead them to finding a less inconvenient way to store it. You could let them know in writing in advance that you will be doing this in the interests of your own safety, and will therefore take no responsibility for any damage that may be caused to their property as a result of you taking reasonable steps to mitigate the effects on yourself of their inconsiderate behaviour.

If you can get by I think you should get over it. Folding a buggy is a pita especially of they have two littleys to deal with at the same time. Can't you just move it out the way to get by with your bike?

What elephants suggest. The mountain buggy is huge and heavy - friend had one and it was bane of her life blocking her own hall so I don't think yabu.

This doesn't really sound fair of them. It is a major PITA to fold a double buggy I'm sure esp if you have two small ones, but you shouldnt being annoying neighbours by leaving it a shared hall way. Surely they can find fiv mins in their day to fold the blasted thing up? I'd be threatening to move out and see if the landlord gives a shite about it then.
