Property being sub - let

My partner owes a property in Essex, last year we put it on the market to let & got a tenant in.
She has been sub - letting it for a company that has used it as rehab accomodation. Who could I complain to regarding this company?

Depends on the terms of the lease you gave the original tenants. Does it say "no sub letting" in it and have you consented to the subletting (even implicitly)? no point in complaining about the subletting company - your contract is with the original tenant. You have to go through the original tenant and terminate their lease for breaching the agreement. The sub lease will then fall away

Ok. It clearly says no sub letting. So she is in breach of contract. We are disputing the deposit, on a few other grounds as well.
Maybe i did not explain myself clearly I would like to know who could I complain to regarding a company that is definitely doing some kind of fraudulent business?
Who could investigate the company?

I'm not sure if the police would waste their time on this, but I will try. I thought there might be some kind of organisation that would investigate a company if you have a complaint.

If you really want to complain, they maybe find out to whom (which local authority/charity/other business) she was subletting and let them know that the company's sub-letting was contrary to the express terms of your tenancy agreement, and they may wish to consider whether the business is appropriate to use in the future. They may not care too much as I'd imagine it can be difficult to secure direct lets for rehab purposes.

Sub-letting contrary to a (private) tenancy agreement is a civil matter not really something for the police and I would not bother wasting their time.

Actually she wasn't directly sub letting, but has links with the company that was sub letting, & therefore lied about reference & obviously the company could've been upfront & asked the estate agent to find them a property, but they didn't. On their website they have stated some misleading information & charging lots of money to each client. They are making out as the accommodation is their own & some kind of luxury accommodation, when it's other people's homes.
