Neighbor refusing to pay half.

I am a council tenant, neighbour has bought house and rents it out, our chimney has been letting water in for almost a year now, resulting in dampness in mine and dd bedrooms, mould growing and wallpaper falling off, contacted council a yr ago and they said chimney needed to come down and they would contact neighbour.
He was sent a quote and given 4 weeks to reply with cheaper quotes etc which he ignored, was given another letter and another 4 wks, he ignored again, he told us that he has no dampness and is definetly not paying, council said that as its essential work they could now go ahead and do the work and take the man to court for his half,
Scaffolding went up last week and they turned up to do the work, they went to see the owner to ask of he could dissconect gas fire for the work to be carried out and he has said no way, no one is to start the work or go near his property. Council says they will have to take him to court but how long will this take?
I have contacted my local councillors to ask for help, don't really know what else I can do? Can't take another winter in these conditions, I have 2 kids , 1 who has health problems possibly worsened by the dampness, and I would rather get it fixed than have to move , any help or advice ?

Your neighbours a right numpty, he will have a fortune to pay when this is over - probably court costs too.

I don't think there's anything else you can do apart from wait for the legal process.

Check with the council who are doing the work and ask if numbnut neighbour will also have to foot the legal bill as well as half the work, as it is his intransigence which is causing the delay. If he is faced with a legal bill of several thousand pounds he may see the error of his ways and cooperate

Has the council got you on a list for alternative accommodation? There may simply be no options given the housing shortage but if it's as bad as you say they really should be doing something. Perhaps try contacting environmental health for an assessment?

I asked about alternative accommodation and they offered us a hostel in a horrible area, I'l phone environmental health tomorrow and ask, thanks x
