Unsafe electrics and no hot water...what do I say to landlord?

Hi everyone - thanks for reading!
We have just had our electrics inspected by an electrician who basically said they weren't safe and the whole house was badly wired and "lashed together". Our hot water tank is leaking and the thermostat has also failed so we have no hot water in the bathroom and this has been the case since 13/1/11 and because of the this the cold water tank over-flowed and the bathroom ceiling fell in!!
Our rent is due on Monday and I really don't want to pay it as I am absolutely livid that we have been living in a unsafe home with a small child while our landlord is sunning himself in Florida....
Ok that sounds a bit sensationalist but I know for a fact that the landlord does the electrics himself despite not being a qualified electrician and has said to me in the past that "i can wire this place up anyway I want to..." Anyway he has been really unhelpful and horrible about all the problems we have been having with the house and I would like someone who knows what the legal situation is to help me work out what to say and whether I can lawfully withhold some or all of the rent....
I have just been diagnosed with PND and am feeling particularly vulnerable so if I am being OTT and unreasonable please tell me!

go to the cab as soon as possible. and find somewhere elso to live.
landlordzone and shelter are also good to get advice.

You have to be qualified now to virtually all domestic electrics, even in your own home.

Ignore the fact he's on holiday - it's not unreasonable in itself.

Call CAB or Shelter asap, and look up your position on their websites.

As far as I am aware, withdrawing rent puts you in the wrong.
