If someone has been bailed - must they have been charged?

Hi

Can somebody please answer some questions for me.

If somebody has been arrested but not charged, is it usual to bail them? I thought bail was only appropriate when somebody had been charged.

Also if somebody has had an allegation made against them and then bailed - is the information (name & address etc) available to the local press?

Police bail where a suspect is released without being charged but must return to the police station at a given time.

Police to court where having been charged a suspect is given bail but must attend his first court hearing at the date and Court given

Court bail where having already been in court a suspect is granted bail pending further investigation or while the case continues

not sure about the newspaper, but think they can be named in most cases. Think men charged with alleged rape and then found not guilty are a case in point?
