Hi

I have a pension of value £3k woth s ottosh widows. I'd forgotten about.its grown about £900 since 2016. I'm mid 40s have a public sector pension and life time isa. Too late to add it to public sector pension. Shall I leave it where it is? Move it to someone like fidelity or vanguard? Is there any point me topping it up ? It feels like better value to top up civil service pension if I have spare money?

Tiny pension pots can be quite useful. If they're small enough (under £10k I think) you can take them as a lump sum any time after 55 or 57 (depending on scheme rules) without triggering the usual restrictions that apply after starting to draw pensions.
