well i think that the appointment of african americans like colin powell and condelesa rice to such prominent positions of authority paved the way for obama which i think was pretty laudible for a man who according to many was intrinsically racist.
as was pointed out above the amount of money he pumped into africa is also great.

as i said all along i'm no bush supporter. i just think to paint him as a moron is in some way to detract from his culpability for the attrocities he committed.
ia lso think to only look at his faults and none of his positives can lead to blinkered political views that many seem to have picked up from soundbites. (i don't mean any on this thread just certain people who i've encountered in real life.)

well hoochie mama your response is kind of my point. either the decisions of the bush administration are his or they're not. so i think that if you can discount good actions of his administration as having nothing to do with him and then attribute the negative actions to him it kind of lets him off the hook in a way as it gives his supporters ammo to say "well he can't win with you either way.if he does something good it's not his decision in your opinion but if he does something bad it is."
so yes i do believe they were his appointments in as much as the decsions to go to war and other negative acts were his decisions.i doubt very much either were his original ideas (even though some seem to think this about going into wars/iraq when in reality he would have been acting on advice from the military intelligence branch of his administration) but he had the last word and could have vetoed both and in that respect as the head of the administration it was his decision as ultimately the success or failure of the actions alls on him.

Going back to the OP, I believe although he was born in Connecticut, the Bush family moved to Texas before GWB was 4.

I suppose if the only (or main) family home you've ever known is in Texas, then you are entitled to say you're 'from Texas', even if your secondary and tertiary education is elsewhere.
