I wonder if this is really cost efficient in the long run for either the homeowner or the government? It seems it would make more sense to give a tax break to those who implement enrgy saving measures (i.e. double glazing) in their homes.

Will these loans being tied to the property serve to make homes yet even more unaffordable? And will it add a bit more red tape (hence overhead cost) to buying a new home?

The loan would be tied to a property, with house-buyers having to pay for changes carried out by previous owners.

I know nothing about finances etc, but this wouldnt appeal to me! I guess you're not forced into buying a property if it or the price doesnt suit you, but it could make it even hrarder to find the right place for you!
