Women mustn't laugh

The Turkish deputy prime minister has (amongst other dictates) said that women must not be seen to be laughing in public as it contributes to 'moral corruption'. This seems to have been greeted with humour (as so totally derisory) but, is this more female oppression and is there a more sinister implication?
I can't work out my own feelings but do feel a mix between 'absurd' and outrage. What do others feel about this?

I believe one of his other proclamations was "women should stop talking about unnecessary things on the phone."

Apparently, according to 'the Guardian' today, the Turkish government has form for misogyny. He is infamous for his admission that he did not believe in equality between men and women and has provoked outrage with various discriminatory statements.
'In 2012 when the government tried to massively curb the right to abortion, Ankara mayor, Melih Gokcek said on public television...Why should the child die if the mother is raped? The mother should die instead.' So....is that after she has borne the child or before when the foetus has not reached maturity so killing the child as well?
As Ohwhat said...there is a reason to veto Turkey as a holiday destination, for me anyway.

The scary thing is that it isn't so removed from reality; the Taleban enforced this rule when they swept to power in Afghanistan after Russia withdrew in 1990; they enforced other similar (and arguably even more extreme) rules about 'female behaviour', as well as a blanket ban on all music, all toys/games and forms of recreational activity. Women were made to cover up in burqua and forbidden from working or leaving the home except with a close male family member. When they were allowed to leave the home they had to keep their eyes downcast and were forbidden from speaking to anybody. So really, this Turkish minister isn't saying anything new.
