Public toilets are not a legal requirement in the UK?

Hi everyone. I've just found out that public toilets are NOT currently a legal requirement in the UK and are decreasing rapidly!! This feels like a human rights issue, not only for pregnant women/people with bladder issues, but what about the homeless etc?

Whilst I don't disagree with the underlying thoughts here, given that public toilets are broadly no longer provided by local authorities due to:
(a) the public risk - unstaffed
(b) the public risk - no cleaning
(c) becoming hangouts for drugtaking, hooligans and vandals
(d) the exhorbitant cost of maintenance
... how would you pay for them - they are very costly to maintain - when we can't afford to pay for care for children or vulnerable adults?

So no, sorry, I can't sign because there is no money to provide these in a safe and secure way any more.
