black bits in cold tap

they have been there since we moved into this property last year, ust in the cold bath and sink taps, council cant seem to find the problem and its not a water board problem, can anyone help ?
also dont know if its connected but the rim of the toilet seems to be black as well....

Have you tried an old toothbrush and scrubbing where the water comes out?

Did someone check the cold water tank (usually in the attic)? Usually the cold taps in the bathroom are fed from the tank, and sometimes black bits in tank-fed water can indicate problems with the tank itself.

(I vaguely recall that toilets should be mains-fed but that might not apply to all houses.)

As for the water board, generally their responsibility ends at the point where the water supply enters the property, but realistically all they can do is test the water at the nearest mains stop-cock which is probably somewhere in the pavement outside.

If it's a council property, they should be doing more to ensure that the water is safe to use and it might be worth going back to them and ask them to get environmental health involved. If you have young children, you could stress that you have concerns about their wellbeing, and they should respond to that, at least.

thanks for replies, i am constantly scrubbing it with a toothbruh at least twice a day and the amount of crap that comes out of it is awful
council wont do anything about it, they pee me right off
