Smelly toilet

Hi all,
I've recently moved into a lovely rented house. It was unoccupied for a month before us and was pristine when we arrived however it has a downstairs toilet that smells awful.
It's one of those toilets that have been built in under the stairs so has no window. It looks very nice and new and I have scrubbed, bleached and disinfected every part of it, put in a cistern block, burnt candles in there but still the smell remains.
It smelt like a pissy public toilet when we first arrived and it now it smells like a pissy public toilet mixed with zoflora.
Any ideas on what could be causing the smell and how to get rid?

Has pee soaked into the flooring?

It's laminate and I can't see any deterioration so I don't think so. I've scrubbed it on my hands and knees!
I know the last tenant had two little boys as do I so I know pee can get everywhere but this smell is foul

I bet it's the laminate flooring, the wee's got under it and has been absorbed by the laminate. The only solution will be to rip it out, thoroughly clean/disinfect the subfloor before relaying flooring.

If landlord gives you the go ahead. I think vinyl tiles are a good option, with silicon seal around the bottom of the toilet. Then if you keep a few spare they can easily be replaced.

Try removing the seat. I had this problem and wee had obviously got into the loo seat hinges. A good scrub and the problem was resolved. That and make sure you scrub the screws near the base.
