Small NE facing utility room-can I dry clothes in there?

I am staring at architect plans for some house renovations we are hoping to do. The best lay out (for everything else) has a small utility room in the coldest corner. It has outside walls so it can have ventilation. But the main reason for it is that I want somewhere to dry clothes. I don't like tumble dryers so when it's not outside drying weather the house has washing on all the radiators or on a rack in awkward places.

Are there low cost practical ways of drying clothes in a small room that won't get much sunlight? I'm wondering if a ventilation fan, heaters, or dehumidifier will do the trick or if they will all cost lots to run.

No magic answer, but electric heated radiator (the ladder ones). Those heated lakeland airers, cheap to run and can leave on overnight. Dehumidifier as you have said.

I have a strange split level house and my utility is totally in a cold dark (almost subterranean!) corner and yes, I dry clothes in there. First off yes, ventilation. You'll need a window and preferably an extractor fan - you won't want the window open in the winter.

In the summer I line dry everything. If I need to air I put a clothes horse in the utility and overnight they finish. Keeping the door open is key as the air needs to move.

Have you got space for a radiator, so that during the winter months the radiator will dry the clothes? I have a wall mounted airer above the radiator and space for a horse next to that. I put all my wet washing on it and put the extractor on for the first hour. Even if the radiator is only on for an hour a day, everything is dry when you hang it right. I can take a pic if it's hard to visualise!

I dry washing in a room with no ventilation, I just use a really good dehumidifier. I also air the washing in there when it is not 100% dry from the line. The dehumidifier is an ebac, so fairly expensive as far as they go, but worth it IMO.

A dehumidifier will work a treat.

I'd set it up like a large hot press. Maybe 2 big radiators and a dehumidifier. Keep it toasty and dry and your laundry will be fine.
