Cleaning up smoke damage (no insurance)

Our cleaner has had most of her house affected by smoke from a fire outside the house next door. It's a council house, so they'll replace the windows but do nothing else. She has no insurance, unfortunately so she and her husband are looking at doing this themselves. Any advice, they have no money to pay specialist cleaning companies to fix it. The ceilings and walls in 3 rooms are black, it's pretty bad I think. Just trying to help her as she's a lovely lady and living in a dark cave is really getting to her.

won't the council help her at all? that's appalling. i'd try and get a whip round from the other neighbours

She really should be able to get more help from the council surely! Could she find out about a crisis loan or something to help financially? How horrid...the smell is really hard to get rid of...she will need to have help I'm sure....

It happened 10 days ago and the council haven't even replaced the windows yet (not for another week) so it's all boarded up. They say it's her responsibility as a tenant to sort out any other damage and that's that. Citizens' Advice haven't been any help. I'll try and find out about a crisis loan though, but don't see how she could pay it back.
