I am going to paint a room-do decent brushes make a difference?

seriously.

Can I just use the 49p-for-4000 ones from ikea? and the b&q value rollers? or do decent ones make a difference?

roller all the time and good quality brushes for the edges. you'll get a more even coverage with a roller, no brush marks and get it done quicker.

Harris are not too expensive and decent.

Harris are good, but they have different ranges of different qualities at different prices - just to confuse you more

My lovely microfibre roller is Harris - it's white with diagonal green stripes and I got a Harris sprung roller handle thing at the same time. (They come in 2 diameters, 1½ and 1¾, make sure you get matching ones!)

I've had various random cheapish DIY bits in the past and they are a complete waste of money.

Have tried paint pads and didn't get on with them at all - their advantage over a roller is the square edges and no spatter, but the square edges get all painty and then smear (IME) and a roller won't spatter anyway if you don't go too fast and you have decent quality paint.
