I was under the impression that pictures should be hung at eye level ( but now wondering what that means) and if different rules apply with high ceiling. Help!

I think eye level is still right.i assume they mean straight in front of you when you are standing. If you have a picture rail then you can hang from that and fiddle with the height pretty easily. Or you could bluetac up some papers the rough size of the picture and play with it till it looks right.

I think the rule is , do as you like.

It is best to hang pictures "by eye". Having said that, i often see them too high rather than too low.

I live in a Victorian house, and when viewed it the previous owners had hung all their pictures really high- there was no picture rail, but its like they'd hung them where a picture rail would have been. After we moved in we just stuck some pictures up on the old nails for a few weeks while we unpacked/decorated etc, and everyone who came round commented that it was weird. And they were right! Now we've repainted we have pictures at eye level instead, they look much better.
