Italy November suggestions

We are visiting for three weeks. I know it is rainy season!
We are leaving after a long weekend Venice and have a week in a hotel in the dolomites before this.

This leaves us another 11 days to fill from flying in. Planning to travel by train.

Thoughts so far are stay in Bologna a few days (I have been 10 years ago for a long weekend) with day trips to Ferrara and Ravenna. I like medieval history and good food.

Stay in Orvieto as I have never been to Umbria. Perugia? Unsure where I could visit here on the train or hire a car? Don’t want to be caught by ZTL.

Not sure whether to fly into Rome (and go from here to Orvieto) and start here. Went to Rome inter-railing 35+ years ago and loved it. I kind of don’t want to spoil this memory with a rushed crowded trip. Hate crowds.

Been to lots of Tuscany and loved the smaller towns such as Lucca, Motepulciano, Pienza and enjoyed Siena. Been to Florence 3x and not wanting to go back particularly. I like smaller places with historical buildings and churches. But November seems a good time to take advantage of visiting the places that would be crowded in the summer season.

Been to Verona (inter-railing again).
Not a lot of Emilia Romana. Haven’t been to Parma or Modena.

If you were visiting Italy in low rainy season and travelling by train to 2-3 places then where would you go/recommend?

Perugia is on the train line to Assisi, Arezzo and some smaller places as well as Florence which I know you don't want this time. Prob not the weather for Lake Trasimeno.

I liked Viterbo and it's a good hub for buses in the Northern Lazio region.

@AlwaysRightISwear Thank you that’s really helpful regarding Umbria.
I did look at the Lake Garda (have only been to Locarno), but saw most things shut and ferries stop running by end of October. Probably the time we are visiting is more wandering with an umbrella around towns time.
