Portugal - surfing lessons and city visit, but is it v windy?

We are thinking of Portugal in August, possibly for learning to surf (teens) and visiting a city - but primarily quiet resort based. I'm assuming there will be some wind in areas where you can learn to surf, but I'm a bit worried about it being too windy! Does anyone have any experience to share? Also, the children are very much beginners so where might be the best areas to focus on (don't want huge waves!!). Thanks so much!

We went last summer to Peniche/Baleal in July. We had a great time but yes it was windy and a bit chilly at times. We did a bit of surfing - all beginners - it’s fricking hard. The kids enjoyed boogie-boarding more.

The area was quite rustic in a way but had a really lovely feel with beautiful beaches, fun bars, super food, chilled vibes.

Thanks so much for replying. Yep, I'm a bit worried that surfing will be too hard for me and our youngest (12). We're not so blessed in the physical ability area as our older two and DH. They all love boogie boarding.
Your description of the resort sounds just what we're looking for though.
I've just read the Algarve is also good for beginner surfers/body boarders, but I'm not sure if it would be as nice in a rustic way as Baleal area sounds.
Any tips on accommodation?
