I've always gone with the Post Office but I don't remember ever having to declare her asthma before. If I do declare it, does that bump my policy up?
Obviously I don't want to compromise my dd2 but I don't remember ever having to pay top-whack for travel-insurance before.

I'd declare it. It won't necessarily mean that the premium will increase and if it does then shop around for another policy. If you don't declare it and you need to make a claim, they can refuse to pay up.

I would declare it. As ccbb says if you don't declare and you have to make a claim they can refuse to pay out. I have a dd with mild asthma and I usually get travel insurance through e-sure.
