Can anyone say whether it should be in hold or cabin baggage, please ?

We've always carried them in our cabin/carry-on bags, never been an issue. You need to take it out of your bag into the plastic tray things when going through security (along with your phone, laptop etc) but otherwise no issue.

Cabin bag. There is also a restriction on the power rating- look at the airline website as some of the ones with larger capacity either aren’t allowed or you have to get permission for. I’d just brought a new Anker one and it needed permission, which I got easily from Jet2 online.

General rule is power packs must absolutely not go in the hold, so in hand baggage only.

I’ll stick the general International Air Transport Association (IATA) guidance as a link at the bottom of this post but the airlines themselves are allowed to set their own more stringent rules, particularly when it comes to battery capacity.

To get exact details and avoid falling foul of airline specific rules you do need to check their conditions of carriage on their website.

I don’t think it’s routine, I always fly with one, have done for years and never take it out of my bag unless asked, which has happened.

Sometimes security staff do ask that all electrical related items, including power packs, go in a tray.
