Clothes for snowy city break on a budget!

We are going to Toronto in February (I know, not the best time to go, but we have to be there then so will make the most of it!). Trying to avoid having to buy lots of new clothes but think it might be inevitable if we want to explore in the potential -10+ temperature and snow! Im thinking thermals, hats, gloves, best possible coat etc but what about shoes? Do you think we should all buy snow boot type things? It may be snowing when we’re there and kids will want to play in it. Oh and at the moment we’re only taking cabin baggage (again, to save money but will pay for a hold bag if necessary) so ideally would only take one or two pairs of footwear!
Any tips? And anywhere cheap to buy warm clothes?!

Thermals and layers would be better than a single heavy layer.

Agree layers and some robust waterproof footwear. Gloves, hta scarves are a must. There is a Decathlon in the station shopping mall if needs be, plus likes of H and M and uniqlo. You can navigate the city centre easily indoors by using the Path and trams/bus, so you are not necessarily exposed to the cold . The pavements are largely cleared of snow and ice. I suspect you might want to book at least one hold bag although you may find you get two cabin bags each

Uniqlo is great for thermals (tops, leggings, socks). Presumably you will spend most of the time inside so make sure your layers are easy to get on and off - zip ups rather than hoodies for example.

Walking boots would be fine, decathlon usually have kids' winter ones.

Decathlon or Uniqlo are good shouts for layers. For snow/winter boots, really warm jackets, ski type gloves etc look on eBay or Vinted. These are the sort of things people buy for a specific holiday and then don’t use again so lots of good bargains around.
