Teenagers first 'parent free' holiday suggestions

My dd and friends would like to go on holiday in July after their A Levels and before Uni starts.
Group of 7 teens, ages range 17-19yrs

Western Europe - have been told Menorca is a popular place for first time hols for teens travellling alone
Warm weather
1 week
Villa type accomodation
Ideally 4 bedrooms (or shared twins etc)
Beach location not essential but easy to get to if nearby (as not old enough for car hire)
Pool essential
Not looking for a clubby/ Magaluf type holiday/ location
Shop(s) need to be within walking distance for food/ essentials
Wifi
Budget - not luxury but equally not to quote 'Skanky' (from dd ha! ha!)
Preferably a package type holiday as no time to organise as all the kids will be busy stressing over exams etc.

Thank you for any suggestions, advice or info. Any travel companies that book holidays specifically for Teens ?

My son is just planning his post A level holiday.. they are looking at Jet 2.. vibe. They are going to Ayia Napa in Cyprus.

Even if they're not looking for a Magaluf type vibe I'd imagine Menorca might be a bit too quiet for them. It's very gentle with demographic mainly families with small children or older people.
How about another resort in Majorca? Not Magaluf but possibly Alcudia, Cala Do'r? Both decent sized resorts with plenty of restaurants/bars but not as full on as Magaluf.
To be honest most of the teens I know have their first holidays in Zante, Magaluf, Ibiza. Menorca wouldn't be an obvious choice for that age group.

They’re not a wild bunch & want a fairly quiet relaxing week just chilling it seems … nice beach, Villa, relaxing by pool but I will pass on the other locations, I think they’re pretty open to looking at a few areas

My DD and her friends - responsible, not in to partying or drinking - went to Sardinia between sixth form and uni. They stayed in a privately owned villa that was a 25 min bicycle ride out of town (therefore quite cheap) near Alghero. They spent their days swimming, on the beach, in the pool, and probably went on about three organised trips to caves, a market, and one of the other tiny islands (organised beforehand in UK) . They had quite a small budget but they mainly cooked for themselves - a lot of pasta - and they loved it! It helped that one of their party spoke Italian.

A few years ago, DD and her mates found that many places won't accept the under 18s on this kind of holiday. They were lucky, in that the family of one of their number had a villa in Croatia and they all went there. But package holidays were a no-no.

Somewhere where one of them speaks the local language of the options noted.

Under 18s may have an issue, so check all are 18 when they go.

If they are keen on Menorca, Mahon has plenty of restaurants, bars and a few clubs but very civilised.
