Where (in Europe) doesn’t require a covid pass for 12-17 year olds?

Or if you can get round it by testing them frequently, how much of a hassle (and expense) is it to get that done?

Italy accepts negative tests taken within 48 hours for monuments/restaurants etc. Pop up tents are everywhere (or were in August) otherwise most pharmacies do them.
€8 for children (or at least it was)

Yes, this is bothering me too. Have DC who will be 12 by next summer. No idea what will be happening with vaccinations for that age group by then. Usually we go to France but the current rules seem to be that a 12-17 year old who is not fully vaccinated will require a negative test result taken within the previous 72 hours. So if you plan on going anywhere other than the beach or a walk, you have to get them tested every 3 days. From what I read, the cost is €29 each time.
