Why camp sites, but not holiday cottages?

Much of the government's CV-19 makes little sense, but to open up camp sites on 1st July, but not holiday cottages, makes zero sense.

Can anyone explain to me why a camp site, with shared facilities for many things, is considered a safe holiday option when a self-contained cottage is not?

as an aside, if you want to condition long hair in the shower you could always do the obvious and turn the water off while you wait...

so why does the length of your hair affect the length of the shower?

can't remember where it was, but someone was complaining that a tank of water (in a house) would only provide two showers. In this house two showers mean plenty of hot water left for the next day. And yes we are perfectly clean, a five minute shower is plenty.
