Good flattish warm place to bring 82 year old mother

Any suggestions for the above gratefully received
My mum is 82 she's pretty well but struggles to walk very far or uphill.
She wants to go somewhere for a week and we are happy to take her.
She likes spain so somewhere she can do some walking if it's flat and not too expensive could be good. From my point of view I would like somewhere with some interesting places to visit nice food etc
Anyone got any ideas?

Central Spain - Madrid, Salamanca - are not hilly really. There is lots to do and see, including plenty of plazas to sit and watch people. However there are cobbles in Salamanca, which my mother struggles with (arthritis in feet). Food is amazing.
However they do get very hot in the summer.

Roquetas de Mar, Southern Spain. Miles of flat beach and walkways, reliable weather, bearable flight, very reasonably priced. This is where the Spanish pensioners holiday too apparently!

Thankyou so much I've been to San Sebastián I think the journey from Bilbao might put her off although I'd love to return

Not Spain but how about Sicily out of high season? Ortigia is really beautiful & very historic, completely flat and compact to get around. It’s an island connected by two bridges to Syracuse. There are Greek ruins, a wonderful town square, the foods great & it doesn’t cost the earth to stay there! There’s also a very reasonably priced hop on hop off bus that takes you to the catacombs in Syracuse, the Greek amphitheatre & the museum. She might not be able to do all of the amphitheatre or catacombs but could see some of it. Syracuse used to be the 2nd most important city in the Greek empire & has lots to see. In terms of getting there, fly into Catania. The cheapest option is the direct train from Catania but you could get a transfer.
