Screens, Screens, screens and more screens.
You may get some mileage out of a sticker book.
Snacks may also help.

A bag of food/snacks. Food (especially biscuits and treats) does a lot to calm stressful situations and passes the time on a plane
A bag of wrapped new mini toys/things to do. Things like stickers, block of post it notes (they can be stuck on faces and seats and drawn on and folded), crayons, aquadoodle, a game, a new reading book, magnetic blocks (e.g. Tegu pocket pouch), we took wax sticks for crafting into things, a couple of little toys such as cars, and a tablet full of downloaded programs. They'll be excited at first (aeroplane/lots of new stuff to see eg things out the window, the tray table, the safety card), then ok, then bored, then hungry then repeat until landing. Just keep pulling stuff out of the bag!

Oh if you have Wilko nearby they have some fairytale sets at the moment e.g. Three little bears/goldilocks. Set contains a scene to make (flat pack, folds out to make four rooms/scenes) with stickers to decorate (e.g. Chairs and bowls for the bears house) and then you can buy the characters too. Two off these were big hits on our recent flights

I always try and book the bassinet seats so we have a bit more room in front of us. When the seatbelt signs are off, I put a blanket down on the floor along with a small selection of toys and he will normally play there for a bit.

Also snacks, snacks, and more snacks.

I also try and get him to sleep as much as possible. He still has a decent nap in the middle of the day, so wherever possible, I try and time it so he will sleep in the middle of the flight for an hour or two.

If it's a night flight, I try and make it feel as 'bed time-y' as possible - bottle of warm milk, pyjamas, sleeping bag etc.

Good luck!
