Rainy days in Devon... Torquay area

Were currently in Paignton. It been a really hot day but the rest of the week looks bleak... Rain forecast. Have a almost 5 year old with special needs, autism spectrum. And a 2.5 year old who goes with the flow... Got the zoo planned at Paignton on Wednesday. I've looked on daysoutwiththekids but nothing is standing out. Today we went to the woodland family park. And as per my boys loved it... Apparently I used to go targo Mills back when I was a kid in the 90s but I don't remember it. Is that recommended... What even is there?

Trago Mills I think you mean - it's a giant shopping place, with some food outlets then it has some outdoor children's activities/ animals/ small arcade. It's ok, but it's not Woodlands or very up to date.

You could come Exeter way and try Crealy, or visit the RAMM museum and the Cathedral. The quay is nice too if it's not forecast constant rain.

Trago mills is an experience in itself. There is a miniature steam train, animals, various rides to go on, a model railway. The day tickets are really good value but most of it is outside so not great for a rainy day.
Riviera centre swimming pool is nice, living coasts is about half indoors, ibounce trampoline park in newton abbot, ramm museum in exeter is good and a nice train ride to get there.

The National Marine Aquarium in Plymouth is a good rainy day option - it's the largest aquarium in the U.K. and is pretty impressive.

Pennywell Farm is lovely. The odd shower won't matter.

Crealy in the rain is pretty miserable, TBH, but the other ideas sound good - RAMM in Exeter (Gerald the Giraffe!), Plymouth Aquarium, Living Coasts, the Riviera Centre swimming pool (though - heads up - it has a wave machine, so not sure how your 5 year old would handle that). Exeter Cathedral is very expensive and probably not that interesting for a 5 year old and 2.5 year old (fabulous building for grown-ups, though). There's always "House of Marbles" in Bovey Tracy!
