is it possible to find a quiet beach in Europe without topless bathers?

That's all I wanted to ask really. Quiet, pretty, ideal for young children, (7 and 9) and no topless bathers. Would prefer not to get into a debate about my reasons - but there are several and I was merely curious to see if such a place exists in Europe.
Would really like to avoid crowded places.

Italy not usually topless.

It doesn't seem to be a thing these days tbh. I remember it being the norm in the 80s though.

Northern Spain. Went to Galicia and Asturias. Went to loads of different beaches and saw only one topless woman and she was getting a bit of side-eye from other Spanish people so I think its unusual.

I've never seen topless women on any of the Channel Islands, and although some beaches get crowded, others don't.

Plenty for DC that age to do, in addition to hanging out on lovely beaches.
